A study of the development of postal reorganization legislation in the United States from the 1960's to 2006. The author was involved in the process throuuut the whole process. The book is based in part on interviews if the major players, as well as the literature of public policy and the various documents developed by both Congress and the Executive Branch. One of the basic theses is that the legislative processon organizational matters is largely non-partisan.
