The title of this book, Public Procurement: Global Revolution, reflects the enormous changes in the legal regulation of public purchasing over the last decade. These changes have two main drivers. The first is the implementation of national procurement reform programmes, especially in developing countries and transition economies, which have been encouraged by international institutions such as the World Bank and UNICITRAL.
